The PC is doing nothing so it's not working. Windows or not, you have a hardware problem, judging by your description of events. If I am misunderstanding exactly what you described, feel free to add some more details to the original post

When I turn it on, the fans increase gradually and then nearly halt, almost completely. The setup includes a Core i3 10th Gen processor and an MSI B560M Pro motherboard. The monitor remains off both VGA and HDMI connections. Thanks for your assistance!

What RAM model are you using? Have you replaced or tested the installation in other slots? Make sure your power connections are secure.

So not a no power problem. PSU and wall are probably OK. Power is getting to the video card, but it’s not heating up because either nothing to process or not processing correctly so the fans don’t turn. @Fasauceome May well be more knowledgable than me here. His questions seem pertinent.

Hello to all who assisted me—thank you very much. The issue was a lack of integrated graphics despite the Amazon listing stating otherwise. Everything else functions perfectly! Appreciate your help <3

B560 refers to Intel. They typically offer CPUs without integrated graphics, but most models include an F in the name. To connect a GPU on a non-F chip, you need to use the other video output through the motherboard instead of the graphics card. Are you implying you have a non-F GPU with no working graphics?
