If you can't reach the M-Flash utility to update the BIOS, options are limited. You'd likely need a dedicated tool for direct BIOS flashing because the device lacks BIOS flashback capability. A local repair service might be able to handle it, though the expense could exceed simply purchasing a new board.

I've encountered the same issue with the MSI BIOS on my X570 a-Pro and the latest MSI X570S Carbon Max Wi-Fi. Are you using a TV as your monitor? My BIOS worked fine until I interacted with it, then I started seeing Chinese characters appear on the screen even though the language was set to English. The display became distorted, and the BIOS would freeze or crash. In the photo, you can see black boxes covering the buttons. Once I switched to a proper computer monitor, the problems disappeared. I also found a Reddit thread where many people reported the same problem, except one suggested buying a real monitor instead of flashing the BIOS. Flashing won't fix it, and trying it during an update could damage the motherboard.
