I just set up a new Windows 11 PC and am considering converting my old Windows 10 machine. I need to install a fresh Windows 11 version and pass it on to my father. I’m worried about licensing issues—specifically, whether the same license will apply on the new PC under a different Windows account. My main concern is keeping the same license but changing the Windows version.

When the existing setup with Windows 10 is licensed, activating it with a key allows upgrading to Windows 11. After rebuilding the bootable USB using Windows Media Creation Tools, you can reinstall Windows 11.
