Phpstorm will operate on a Windows setup using Virtualbox with a Vagrant virtual machine (2gb RAM, CPU allocation for background tasks). This means I must have at least 12-16Gb of RAM and a CPU that supports virtual machines.

You may want to look at the Dell outlet. You can find refurb units with the same warranty as new, but at a great price.

How lightweight it should be, 14" is definitely easier to transport compared to 15.6", though it will have a smaller display. You might also discover it's more affordable to assemble a 15.6" model with 32GB of RAM than a 14".
