Sure, you can simply copy the saved games from your old drive and paste them into the new one. After that, you can add the Steam library manually.

You may need to reinstall the games, but it will locate the existing files so you don’t have to download them again. The files should be saved in a folder you set up via Steam. I haven’t done this recently, so I’m uncertain if anything has changed. Be sure your game saves are backed up in case something is lost or deleted.
