Fixed! Purchased a Logitech G502 HERO and no more stuttering when connecting an external drive, regardless of USB port. The issue with my Samsung 980 M2 was noticeable on every wireless mouse, but after switching to the G502 HERO it disappeared completely. It was lagging a lot on my desktop before, especially with any wireless mouse, so I think interference or lane overload might be the cause. Probably not a power problem, but definitely improved performance with higher DPI settings.
