You've been experiencing mouse stutters in Destiny 2. I'm not sure if adjusting settings makes a big difference, but you're using Razer Mamba Tournament Edition at 1000 polling rate with 800 DPI and 6 sensors. You changed your FPS cap to 72, enabled Vsync at 72, and used Borderless fullscreen. It seemed to help for a short time. For other games like Counter Strike, it doesn't work the same way. Reinstalling drivers and/or Windows usually fixes the majority of problems.

Looking into mouse settings for Destiny 2, or similar games, might help. For GTA V, switching the mouse input mode to Windows resolved the stuttering issue.
