The chokes aren't always easy to count; you should check for the VRM chips. On this board, the heatsink is covering them, making it difficult to identify.
What are the VRM chips actually like? I can see 2-3 chips next to each choke. On the first motherboard, I can't determine what the real VRM is.
On the first board, beside each choke, the bigger of the two chips is a VRM.

This shows you have both highside and lowside mostfets on your boards. The two chips next to each other are labeled "1 VRM," representing a high and low side configuration. This explanation clarifies the setup:
