Did you connect the EPS power connector, also known as the CPU power connector, at the upper left side of the board?

I searched extensively and discovered several people facing the same issue. All of them had upgraded to a motherboard and it resolved the problem. I believe there might be an issue with quality control regarding this specific Asrock x570 gaming Phantom 4 model. I hope someone in the future encounters this and finds this thread useful.
