What should I do? I swapped my GPU from RTX 2070 Super to RTX 4070, upgraded the RAM from 16GB to 32GB, and used a 500W power supply. It's a prebuilt system, and everything is working well.

Welcome to the forums, newcomer!
Considerations: I swapped my GPU from RTX 2070 Super to RTX 4070 and installed a 500 Watt PSU.
Power alone is not enough—choose a more reliable unit with at least 650W for your setup.
Also, please clarify: what model of RTX 4070 are you using?
I also upgraded the RAM from 16GB to 32GB.
Do you have a link to the RAM package you’re using?
Have you tried running DDU in Safe Mode to remove all GPU drivers (Intel, AMD, Nvidia)? Then reinstall the latest driver from Nvidia’s support site using an elevated command?
What information does HWInfo display? Are you using BIOS version 303 on your motherboard?

The voltage supplied to your CPU is CPU VDD, which is 1.3V and is standard.
There is a general issue with Ryzen CPUs; consider using Ryzen Master or checking the BIOS for details.
