It's counterproductive to run the fan at full speed when it's already 60°C. This causes unnecessary noise and accelerates wear.
Go for a custom build. Set the vcore around 1.3 max, but aim to lower it to 1.2V if possible—either in BIOS or via Ryzen Master. Clocks can stay auto unless you want to experiment with higher speeds. Running at 4GHz should work at that voltage.
Adjusted VCORE to 1.250. Settings seem correct now, operating between 1.100V and 1.250V. Idle base speed remains at 3.4 Ghz. Temperatures dropped to 35-43 degrees.
