Recently just purchased a RTX 2080tI in hopes it would solve my pausing issuing with Modern Warefare's single player. I've tried everything from lowering the settings down to overclocking my CPU to getting a freaking 2080 TI!!!
On lower settings the pauses happen less, but they still happen. Whats more odd is the game plays at 130 FPS or above anytime after that. But will randomly dip multiple times in a level, and its been severe. To the point it almost looks like it froze. Last just a second or for each pause. This doesn't occur in Multiplayer or in any other game for that matter. And the card remains below 60 degrees the whole time.
Was wondering if anyone has any insight on what I can try?
Seems to be something with texture streaming and wondering if RAM or my SSD could be an issue?
I7 9700K (3.6 GHZ)
EVGA RTX 2080 TI XC2 ULTRA
Asus TUFF z390 GAMING PLUS (Wi-FI)

Here’s a rewritten version of the text, aiming for clarity and flow:

“I’m experiencing significant stuttering in Call of Duty (COD), unlike other games I play which run smoothly. The game itself provides an on-screen display showing GPU usage peaking at 65% during intense moments. However, I can't access system information like RAM usage or CPU temperatures – only the data presented within the game’s interface.

I’ve ruled out hardware issues by checking my setup: I have a standard gaming PC with two 250GB SSD drives (one for COD and one for general storage), both of which have ample free space (60 GB available on the COD drive). The drives themselves exhibit read speeds of around 515 MB/s and write speeds of approximately 490 MB/s. My system utilizes two sticks of DDR4 RAM, running at 2666 MHz.

The issue seems isolated to COD; other games perform without any noticeable stuttering. I suspect the problem might be related to how COD handles resource management or a specific conflict within its code.”

Optimize your settings for Call of Duty: Modern Warfare II to achieve stable performance and minimize frame rate fluctuations. Monitor CPU and GPU usage, temperatures, and framerates during gameplay to identify potential bottlenecks. The CPU typically operates in the low 50s with a maximum utilization of around 75%, while the GPU can reach 90% utilization but temperatures are capped at 67°C. These numbers fluctuate regardless of intensity, consistently occurring in specific locations within the game’s heavily scripted campaign. A screenshot illustrates these consistent readings, showcasing a soldier painting a background character. The issue persists across various settings and resolutions (including 1080P) with a high-end 2080 TI and 9700K combination. Implementing Vsync seems to mitigate the problem somewhat, though it’s not a perfect solution for all scenes. Gsync testing yielded similar results. It's suspected to be a software issue rather than hardware, impacting other games positively. Seeking suggestions to resolve this persistent performance anomaly.

Hello I know this might be bit late and a bit of a Necro but I was having this same problem and I fixed it like this CTRL+ALT+DEL > Open Task Manager > Details >ModernWarfare.exe > (right click) Set Priority > Real Time
This Fixed the stutters/pauses for me! Bear in mind you will have to do this every time you start the game.
I hope this helps other people searching google for a fix for this problem.
