Looking at the era we’re entering, modern expansion cards and peripherals seem capable of backward compatibility with standards such as PCI-X or general PCI. It appears they can connect without needing a middle device to link the peripheral to the motherboard.

I believed Legacy PCI remains on boards. https://www.asus.com/us/Motherboards/PRIME-X370-A/ PCI-X vanished when PCI was introduced. PCI is disappearing from PCI-E 1x

I need to understand the specific hardware you're referring to. If you mean by PCI-E... it's been available for a while. At least socket A (462 pin AMD) but didn't support PCI-X, which was replaced by PCI and later PCI-E. Nowadays, a PCI video card should fit in any motherboard with the slot. Actual performance in the OS depends on available drivers. This could be a problem if you're using a modern motherboard but trying to run Windows XP, as support would likely be lacking. So the answer is both yes and no at once.
