No, they said they were going to improve the game's visuals with patches. There actually isn't real evidence of a downgrade, more of a misleading trailer. The trailer said in-game footage when it was just in engine. It wasn't actually gameplay. That's really like saying the Star Wars Battlefront trailer (in engine) should be representative of the final product. It was a very misleading thing they did by saying in-game but they've clarified on this, and the game itself was never downgraded.
They acknowledged it was downgraded, which is fair. The VGX 2013 trailer represented a previous iteration of the game that they discontinued to prioritize performance. It still appears decent. The E3FX mod is essentially a reworked version. It seems to stem from an even earlier release. Compared to the VGX and newer trailers, it looks quite different. I believe the original vanilla version is more appealing.
