I have a service with an Android app that lets you watch live TV online. If you're offline, I'm trying to tell another provider it's the right one. You mentioned you're using rooted Android Pie—anyone can assist?

The app doesn’t function on different networks. Use your home Wi-Fi with a VPN server installed on your computer to connect to your local network globally.

You can't proceed until you have access to your home setup. As @SupaKomputa notes, you should configure a VPN server in your network—preferably on your router, though most consumer routers can't do this. After that, install a VPN client on your phone; Android might support it directly, but third-party apps are usually needed.
