We're discussing various ways to rank tasks, but yes, if your ISP adjusts traffic based on the internet service you're using, a VPN could assist. Ranking at the cell tower and during congestion won't be impacted by a VPN. Two distinct scenarios.

I already said, there is nothing you can do about congestion or the cellular-connection prioritization that happens at the tower. The only thing you can do anything about is the TCP/IP-level prioritization and that's with a VPN or similar service. If the tower is congested and decides to give priority to higher-paying customers, then you're simply shit out of luck.

they mentioned specific information that should always be given priority. I noticed some of my data wouldn’t be limited by deprioritization when using a VPN with mobile data. I pay $100 for a month and get gigabit speeds, but I’m only receiving a few dozen Mbps—it feels like a scam.

WiFi and cellular services work differently. You're not being taken advantage of, you're just receiving what you pay for. My Cox WiFi is $60 a month, while AT&T and Mint Mobile cellular plans charge $70. Both are monthly fees. If you're not happy with your plan, consider changing providers. Understanding the terms and conditions is important so you're prepared for any changes.
