The only air that won’t exceed 10.7 is the original model, A1237, MacBookAir1.1. It’s also the only one with a PATA drive. macOS updates have been free starting with 10.9, so you just need to locate another copy of the 10.11 installer. I believe I own one; Apple lists it in your “purchased” area on the Mac App Store. With a size cap of 20MB that won’t be possible here, you’ll likely need alternative ways to obtain the El Capitan version. From there, you can upgrade from 10.8 or perform a clean install using a USB drive as I mentioned. As long as you have 10.6.8 or newer, an upgrade is feasible. If you manage to secure the installer, we can assist through the installation process if any issues arise. Getting it is essentially free, which is close to piracy, and I’d rather not have this discussion become closed.
