I got my brand new HP Victus 16 RTX 4070, Ryzen 7840HS, 1TB/32GB two weeks back, and a week ago the small stuttering started in all games hitting 144 FPS. It shows up in titles like Geometry Dash or Minecraft, but not in GTA which caps around 130 FPS. I've done everything possible: display set to 144Hz, reinstalled drivers multiple times, adjusted voltage, overclocked, cleaned up the system, turned off MSI afterburner, removed bloatware, disabled AMD and NVIDIA overlays, used normal or adaptive VSync. I even tried a 1000Hz mouse and changed the CPU power settings. The GPU and CPU temperatures are normal thanks to good cooling. I also removed Adrenaline and Omen games. It seems the issue might be temporary—stuttering appears briefly before disappearing. What could help?

I discovered a way to ease stutter by adjusting the FPS in the Nvidia Control Panel to three frames per second less than your monitor’s refresh rate. For a 144Hz screen it means a maximum of 141 FPS, while a 240Hz monitor caps at 237 FPS. This method has been used for years to reduce stutter smoothly.

That’s useful when Gsync is present, but my screen can’t handle it
