Hello, I recently upgraded my PC by purchasing a new CPU, GPU, motherboard, and SSD. The components include an i5-10600K processor, RTX 3070 graphics card, MSI B560M Pro VDH motherboard with Wi-Fi, a Western Digital 1TB Black Sn750 NVMe SSD, two 8GB Viper RAM modules at 2600 MHz, and a 750-watt power supply. I installed Windows 10 fresh on the SSD. Despite these upgrades, my gaming performance is disappointing. The CPU and GPU usage remain low, hovering around 40-50% most of the time, resulting in poor FPS—often below 40-60 FPS. Games frequently stutter or freeze. I've tried standard troubleshooting steps and driver updates, but the issue persists. I'm quite confused about why things aren't working as expected. Please help. Thank you.

Checked the GPU drivers installation and confirmed playback at 1080p.

I faced comparable issues before setting up my new rig. My GPU and motherboard use PCIe 4, but the riser cable is PCIe 3. The company recommended changing BIOS to Gen 3 in PCI settings. I did that, and performance improved significantly. Initially, I managed around 60 FPS, but at low settings it dropped to 120. After switching, I reached a consistent 144 FPS. I encourage you to give it a shot.

I don't rely on a riser cable; my GPU connects directly to my MoBo.
