Checked 40% usage in CS:GO at 80-100fps without FPS cap using a Strix 1060. Anyone have suggestions?

Resolution? Video configurations? Keep in mind Source engine titles usually run on CPU limits.

You enhance visual quality, and your GPU handles it.

The game's graphics options can affect aiming accuracy, especially if the CPU performance is poor. Try adjusting settings or checking for updates to resolve the issue.

Well, if you don't give CPU more processing, it will stay at low usage. Since fps is playable, there isn't anything wrong.

In professional CS, anything below 144 is impossible to play.

Just reviewed OP again. I assumed FX8350 was the right choice, but FX6350 resembles i3. Suggest the person upgrade to 8350. It shouldn’t be that costly given its 6-year chip. I’m not sure why it isn’t used more, though. If it performs well for other tasks like benchmarking.
