I recently purchased my computer, and I previously achieved over 100 frames per second in GTA FreeMode. Now, it’s difficult for me to reach 60 fps, and I've observed that my graphics card utilization is only at 1%, which doesn’t seem ideal. What steps can I take to resolve this?

Disable vertical synchronization to avoid being limited to a 60 frames per second refresh rate. Furthermore, reducing GTA to view the task manager might not display precise graphics card data; for accurate GPU monitoring of GTA, run the game in windowed mode and position your task manager alongside it (or use a second monitor if available).
