Hello, my Minecraft client has been limited to a frame rate of 60 for nearly a month. I’ve attempted numerous solutions, including:
Verifying VSync status.
Reviewing Nvidia graphics settings' VSync configuration.
Reinstalling my graphics card driver (using a clean installation with the newest version for my hardware).
Reinstalling Minecraft and removing all files within the .minecraft folder and associated directories.
Vanilla, OptiFine, and Forge are all displaying a cap of 60 frames per second.
I’ve disabled most programs that begin automatically (leaving only a few essential ones running).
Additional information:
I am using a laptop computer.
My operating system is Windows 10 Build 1903 (this issue has occurred even on build 1809).
Frame rates are only restricted to 60 when playing in full-screen mode.
Frame rate capping occurs solely with my Nvidia graphics card; Intel’s integrated graphics is unaffected.
Other games are not experiencing any frame rate limitations.
I checked the task manager to identify any applications that might be limiting FPS – please advise if you recognize any.

I believe Minecraft offers an option to limit the frame rate. Please verify that this isn't causing the issue. Are you experiencing similar problems with other games as well?
Could you clarify your source for the frames per second figure? And what is this referring to?
