Hey there. I built a new PC recently and have always wanted to run shaders in Minecraft, but never managed to. Here are my details:
CPU: Ryzen 5 2600
GPU: RTX 2060 6GB
RAM: 16GB DDR4
Motherboard: Fatal1ty x370 k4
PSU: 650W
Storage: 240GB SSD, 2TB HDD
and a network card.
When I try to run a shader pack, I get around 30-40FPS. I’m not sure why this is happening despite having a capable setup. It’s not that I really need shaders to function—I’m just really confused. Can you help me figure it out or suggest a fix?

Because not every shader is the same, monitor usage varies among players.

Do you have OptifFine set up? Experimenting with Draw Distance. Adjusting it to a medium level or slightly lower can help maintain a steady 60FPS.

Adjusting to your server settings, I'm seeing 70-90fps now. Previously, the view distance was at 48... haha!
