It wouldn't improve performance, but if the GPU isn't fully loaded then it's not the main issue, allowing more effects without affecting FPS.

Optifine restricts the use of multiple shaderpacks, which could also be a constraint. We don't have definitive information about this unless someone has tried it.

It seems to be a mix of Minecraft, OptiFine and a shaderpack. They weren't developed by the same team and aren't known for strong coding. Trying to add resources might not help. There could be a system limiting hardware usage somewhere. We don't know the reason, but it's likely the game's issue, not yours.
