Create a new subfolder named "mods" inside your .minecraft folder.

Start by installing the Minecraft Forge first. Visit the provided link: https://files.minecraftforge.net/ Ensure you download the correct version for your Minecraft edition. After installation, run the file and follow the prompts to install it. Open the Minecraft Launcher, choose the newly created Forge profile, and launch the game once. Close the game window, then navigate to the %appdata%/.minecraft directory. You should find a folder for your future mods there.

Forge generates the directory on demand. If absent, it won't exist either.

Are you asking if it should come from the Windows Store, or is there another source you used? Since I downloaded it online, that’s fine.
