I attempted to download Minecraft from minecraft.net but it refused. I checked the help section, which mentioned that several credit card companies don't accept purchases from outside the US due to regulations.

You need to use a US-issued debit or credit card to buy the game in the US. Mojang doesn't accept prepaid cards; using one means you're not getting a chance.
