nzxt cam, razer app, steeseries, spotify, realtek are all candidates. Turn them off at startup, restart the PC, confirm they’re not running and check for improvements. (Amd noise suppression is uncertain—I’d be cautious about it too) Firestrike

Razer, Steel Series and Spotify were all added after a fresh Windows install, yet performance issues persisted. I disabled the NZXT Cam to see if it helped, but stutters remained in games. The 3D Mark results are available below.
