the default values are likely too high. try competitive settings and check the fps afterward.

I used Comp settings and it’s decent, I still see some noticeable stutters tho, and for some reason the Frame rate is still very inconsistent, it’s showing that it goes up to 240fps and then dropping as low as 125 before going back up. All in a matter of seconds and pretty consistently. A lot of times when I would apply different video settings the game would crash
I’m also noticing some very tiny screen tearing

Only restrict the frame rate to prevent excessive "skips". The GPU manages the high FPS, while the CPU handles the lower end. This creates a CPU bottleneck. The GPU can run the game at a higher FPS, but the CPU struggles to keep up, causing frames to drop. Cutting the FPS to the minimum (like 125) will noticeably reduce skipping since the frame rate won’t fall as much.

Good suggestion, limiting the frame rate seems like a good way to address the CPU bottleneck. Thanks again. So far I've overclocked my CPU, and in games like Mafia Remake I've had to reduce the turbo settings on all six cores to manage temperatures. I'm getting more confident about opening up my laptop, cleaning dust from the fans, and even reapplying thermal paste. I just needed to get an MSI laptop, which means fully disconnecting and flipping the motherboard to access the CPU/GPU.

It's not really a "solution" but more of a temporary fix to help you spot the bottleneck. After a few days, has it made a difference? Also, just follow along with a tutorial on disassembling it—pay close attention to those ribbon cable connections and handle them carefully. You'll get the hang of it.

It’s been running very smoothly, playing every match at the lowest configurations with steady 60fps. The newer titles still push my CPU temperature up to 90 despite throttle settings. I see my CPU usage often matches or even exceeds GPU usage, sometimes going higher. Fixing the heat issue should let me raise my settings and boost GPU utilization. The current game setup shows the GPU is limited by power and load. Thanks for your encouraging words—they’re all I need!
