Stuttering at high FPS suggests the problem lies in the 1% low frames. Upgrading to a 5800x would have raised those lows. Running nVidia Overlay might help you spot them. If they drop below 60fps, that’s likely where the stutter originates.

I have an AMD GPU and will simply use AMD Overlay with all features enabled.

Sorry, yes of course. I'm sure there's an AMD equivelant, if not use MSI Afterburner OSD.
