It might have been. The interface now aligns with Essentials, which is a major shift in Paint. That seems like a significant issue.

In Outlook I employ it for fast data extraction. Capture the screen. Copy into Paint. Choose the desired format. Insert into Outlook.

It wasn't necessary to use Snipping Tool because it didn't provide any benefits over other methods.
