recently faced stuttering problems in all games, unsure of the cause. Attempted driver reinstall via ddu but it didn't help. Example: View the video at https://youtu.be/Ykb2C33J7Ds. Notice the GPU usage drops briefly, causing stuttering. System specs: 2080 ti, 37000x ryzen 3rd gen, gigabyte aorus elite wifi x570, 32gb ram at 3333mhz, 850w antec gold rated psu.

Have you experimented with adjusting the in-game graphic settings? Your GPU seems to be operating close to full capacity continuously. The stutters might occur when it needs to load assets that push usage beyond 100%. Also, have you checked a less demanding game? Does the task manager reveal other hardware reaching 100% during playtime?

I haven't adjusted the graphics settings, I've tested other less demanding games such as Mass Effect Legendary Edition and still experienced stutters, which are actually more severe in that edition.
