Temperatures appear normal, bench tests show results, though performance isn’t outstanding—still noticeable even at low temps (60°C rises to 80°C but still experiences this lag).
Power mode set to High Perf
I don’t want to disassemble the PC and return the CPU since it was a purchase from microcenter; I might have to take it apart if necessary. Also, I no longer have the original packaging (I know I’m clumsy), which would make this very difficult.
Any suggestions on what to try?

Hello there,
Have you reset the CMOS after the bios update?
Are you making any modifications? Uninstall the GPU driver using DDU in safe mode, then reinstall it from scratch.
Are there any tools you use to track FPS, such as MSI Afterburner OSD? Or any other monitoring software? If yes, proceed without interruptions.
Have you adjusted the polling rate on your mouse? Are there specialized mouse programs like iCUE or Asus Armoury Crate?
Test using only mouse and keyboard connected via USB. Then try with different mice or keyboards.
What power profile are you currently using?

I wouldn't say those stutters are noticeable... you're seeing around 0.5-2ms "spikes" in that video. Typically, for a stutter to be perceptible or visible, they need to be 5-10ms spikes. The biggest spike I observed was roughly 3ms.
I also see you're using an uncapped frame rate. Could you tell me the monitor's refresh rate and resolution? I'd check if setting a cap matches your display or is slightly higher. Is v-sync enabled? Which game are you playing?
Your CPU should never be at the lowest percentile, even in that test, something unusual must be happening...

It actually looks like the GeForce Experience OSD FPS counter was the issue. Turning it off resolved the problem.
What would you say it is? I wasn’t sure how to put it into words. It’s clearly noticeable in competitive games where steady 144+ fps are required.
You’re right about that. I also tried some OCCT tests and didn’t see any CPU problems. What should I investigate to understand why it’s at the 0th percentile? (I ran another test and it was around 14 percentile). Also, I had many apps open (Spotify, Chrome, VMWare Horizon) during the benchmark, but my previous runs showed low pctiles too, so it’s hard to say if that’s relevant.

I'm pleased you found the explanation clear. Similar issues with OSDs such as GeForce experience or Steam overlay can cause minor problems, but as you discovered, they were mostly unrelated to your hardware.
I would try running cinebench and performing both multi-threaded and single-threaded tests after a clean boot. The scores will indicate how your processor is generally performing. These comparisons are straightforward because the test is standardized and free from random factors. Please send back the results here so we can see if they align with expected performance for other 7800X3D CPUs.

Yes, this occurs often. I frequently become distracted by the Afterburner OSD, monitoring stats during gameplay. It not only takes away from truly enjoying the experience but can also lead to stutters.

I tested cinebench R24 and observed the following scores during a mostly clean session (not a full clean boot, just closed everything and left it running).
GPU: 16758
CPU Multi Core: 1042
CPU Single Core: 110
Online scores from CPU monkey / dropandrender came in: GPU 18700, 7800x3D Multi Core 1115, Single Core 107.
The GPU performance seems a bit concerning. What are your thoughts?

Which case is included in your build? It might affect your GPU and online performance due to slower boost speeds. Ensuring proper airflow can make a difference. Be cautious about focusing too much on online scores. You're unsure if the components have been overclocked.
