I recently installed a Ryzen 5 1600, RTX 2060 Zotac AMP Edition, and 8GB Corsair 3000mhz RAM. My hard drive is a 1TB Western Digital Black from my old build, and I’m using a Corsair RM 650X PSU. I’ve updated Windows 10 to version 1809 and installed the latest NVIDIA drivers. Despite this, I still experience severe stuttering even at 800×600 resolution, let alone ray tracing. The issue persists with Metro Exodus as well. However, I’ve got another game—Wolfenstein 2: The New Colossus—running at full resolution with all advanced graphics and ultra settings, without any stuttering. I also notice significant disk space problems even when browsing the internet. It’s puzzling what might be causing these issues. If anyone has any advice, please share it.

Consider 1x8GB or 2x4GB. Using just one stick with Single Channel will greatly affect FPS stability, particularly in games like BF5. This is because such configurations don’t provide enough RAM bandwidth for smooth performance.

I would track memory consumption. It's highly probable you're approaching the RAM capacity, especially in BF5.

Adjust the refresh rate to track refresh updates.

high disk space usage indicates you’ve reached your 8GB RAM cap. likely the game is pulling a lot of information from your slow hard drive because your computer can’t keep everything in memory.

Your storage consumption while idle can spike due to background processes such as Superfetch or Windows Update, leading to high usage even when nothing is active. This often results in system performance slowing down, though it shouldn't affect gameplay like Wolfenstein does.

my system has only one 8gb ram stick, superfetch is turned off, and browsing or copying files still causes high disk usage.

More RAM will fix your issues in the latest AAA games, and using an SSD as a boot drive should also help with browsing problems. I suggest at least 256 GB of SSD storage for future security (especially with Windows 10 updates and data accumulation). For the best value, choose DDR4 memory from Samsung OEM models, which are mostly B or C dies.
