Purchase the game directly from Steam. Inform them that keeping a PC running doesn’t harm it, servers and numerous machines operate continuously without problems over long periods. Confirm you’ll power off the display so only the box remains visible.

That's unusual. Tell your relatives they should understand about PCs and don't hold you responsible for their lack of knowledge. I have no idea if it would succeed, but technically it should work because Steam can recognize files. You might want to purchase a CD key from a seller like G2A instead of buying the physical copy.
