hey all, i got the rpcs3 full version and metal gear solid 4, cutscenes games run at 60 fps. but when i start playing in real gameplay, it drops to 15 or 16 frames per second, which is a big improvement of at least 30 fps. or maybe my pc isn't powerful enough? my specs are: i7 6700k, gtx 970 oc, 24 gb ram, windows 10.

It's an emulator still in its early phases, so games won't run smoothly right away. In the meantime, you can only try increasing your CPU speed or hold off until better updates arrive for MGS4. (Or consider getting a genuine PS3 at a swap meet.)
