I've spent a lot of time dealing with this situation. Custom setups like cooling aren't usually the best fit, and even when they are, the temperature gains often don't justify the effort. From what you've shared, it seems like your setup is quite busy, and it's hard to tell if you're fully utilizing your fan slots because of the display. Generally, it's smarter to install a well-reviewed case with strong airflow and configure the fans correctly if you haven't already. Even then, fine-tuning fan curves might resolve your overheating problems with minimal changes. If that's the case, you're probably taking the right path.
Even if a splitter is available, I doubt it will function properly since mixing signals could disrupt the motherboard or controller. I suggest using a secondary fan controller and assigning that lower fan to the GPU. This seems to be the only viable option.
the optimal choice is water cooling, though most current motherboards can handle many independent fan settings for any connected fans. You can also employ software to monitor temperatures from the sensors of nearly any PC part. HWinfo64 can handle this, and you can then use other programs to connect fan response curves to temperature data. What you're aiming for seems unclear to me.
