You set DOCP on, tweaked the SOC voltage, reduced the frequency to 2933MHz, but now it's looping. Try leaving SOC on auto. What voltage does your motherboard show in that situation?

I performed that action then I started DOCP and adjusted to 2666MHz, it launched with SOC on auto and frequency at 2933MHz but with DOCP it fails to boot.

You might be struggling with a low IMC, but I can't assist further from here. My knowledge on Ryzen memory controllers is limited.
