I own a 9900k, Asus Strix Z-390-F, Asus Strix 1080Ti, and a 16g 3200 Dominator Platinum (2x8g). It performed well initially, especially at XMPII. But after buying the same RAM, it now stays under 2133MB and when XMP is enabled it starts looping during boot.
I encountered the same problem with my Ryzen setup. It seems my motherboard uses a "daisy chain" layout, which directs more power into the main two DIMM slots to enable higher RAM overclocks. The drawback is that the next two slots receive less current and are probably not suitable for XMP speeds. I’d check if your board matches this setup. If your replacement is still under the warranty window, you might be able to claim a refund.
Checked the manual, it says it can operate all four dimmers at 4266.
