The article at the link explains why Windows 10 uses a lot of RAM. Unless you're experiencing issues because of low memory, having 16 GB should keep you safe.

Consider reinstalling MSX, but if the issue persists, reverting to Windows 7 might be the better option.

Nope, Upgarded had to reinstall three times—first from a hard drive, then to an SSD—and the issue persisted. Sorry, you’ll likely need to downgrade or accept poor performance. I’m okay with 7 for DX12, but I think Vulkan is the next step forward.

Google Chrome continues to consume a significant amount of memory, though it doesn’t reach the 8GB level. I wouldn’t imagine it needing around 1.5GB.

Rumor is there's a Windows 10 Bugfix update coming soon, so I'd say just stick with windows 10 for now.
