Combining identical memory sets isn't always reliable, and mismatched kits are even more problematic. Will he require 24GB of RAM? A full 16GB typically suffices for most users.

Sure. I believe he’d prefer to purchase brand-new units because he consistently expresses dissatisfaction with their performance. Plus, it’s unlikely you’ll locate the precise RAM model he currently uses—it’s probably quite outdated.
