If it's really broken, it's easier to just buy a cheap air cooler. You can first attempt to reinstall it and see if everything is securely connected. Also, test all the different fan headers on the motherboard.

Another worry is whether the issue isn't just the pump itself. Could a temperature of 110°C within 30 to 45 seconds after turning it on be normal for a Ryzen 9 5900x with a failed pump? It definitely sounds quite high, but I'm not sure.

Is it covered by the guarantee? If the pump is connected to power yet not operating, you should bring it in for a fix. Yes. A stopped pump indicates minimal or no cooling function.
