There isn't a fixed rule for OC, just a bit of adjustment. If I understand modern OC well, it's mostly about personal preference.

It's likely there is, but the 24/7 OC probably operates near 4.4Ghz. It seems to vary based on the specific chip design. I'm checking online now.

older chips support 4.2-4.4 while newer ones handle 4.5-4.6 allcore, needing around 1.35-1.4 volts, though peak efficiency likely stays near your max output of 1.2-1.25 volts
