Intel CPUs employ three distinct turbo power thresholds. Only ThrottleStop can adjust two of these limits, but you haven’t managed to get success yet. The third threshold is handled independently by the EC and remains out of reach for most users. On your machine, it appears the EC occasionally lowers one limit to 10 Watts, which severely impacts performance. The CPU evaluates all three thresholds and selects the smallest one. That 10 Watt cap will always apply and be enforced automatically. An insider at Dell may know what’s causing this—perhaps a separate temperature or power sensor on the motherboard. Some laptops use an infrared sensor aimed at the keyboard area; when it detects overheating, it signals the EC to cut turbo limits to prevent damage. For smoother gaming, simply reduce your CPU’s performance settings to lower heat and power draw. This prevents the EC from randomly forcing the 10 Watt restriction. The ThrottleStop log clearly records these events. Running your CPU without turbo boost enabled might help bypass this issue. Many Dell Inspiron models have struggled with this problem for years.
