Maximum CPU frequency under heavy usage and elevated temperatures during light operation
When I captured this image, the only active processes were Chrome, Task Manager and NZXT Cam. Is it typical for the CPU to reach such high speeds with minimal load? I've reinstalled both my BIOS and chipset drivers, but nothing has changed. The temperatures remain relatively low despite previous spikes up to 70-80°C when the side panel was on. I'm uncertain about the problem—could be an old thermal paste issue or something else. Thanks 
I have a Kraken X63 model, and sometimes it briefly drops for a second before rising again. I'm also using the balanced default power plan to help reduce temperatures.
You might attempt to activate it, Enabled setting should suffice. Occasionally several choices are available.
