Just installed a new PC featuring an Asus Prime B450MA2 motherboard and a 2600x with two 8GB DDR4 modules. I adjusted only a few BIOS settings—set RAM speed to 1600MHz, turned on PBO, and left the rest automatic. The system performs well; peak CPU reaches 1.288V with stable temperatures during heavy use. Despite this, my CPU caps at 3.8GHz even when running the Ryzen power profile with a lower limit set to 5%. I've also configured it in BIOS to run at 4GHz, but it still stays at 3.8GHz. During normal idle and browsing, speeds hover between 2.1 and 2.2GHz. I attempted to update the BIOS using the latest version from Asus, but it doesn't show up in the updater when I select the USB file for some unclear reason. Any suggestions?

Normal core boost frequency is expected. Consider increasing the EDC power limit in Ryzen Master to test for improvement. If that doesn’t help, you’ll need to manually overclock the CPU. That’s the plan.

I thought the Ryzen 5 2600X runs at 3.6GHz by default and can hit up to 4.2GHz when needed, which made it hard to grasp at first.

The 4.2ghz figure refers to a single-core boost speed, not the overall performance under full load.

Since the system isn't using default settings, consider updating the chipset driver and installing Ryzen Master. Switch Windows to Ryzen Balanced performance mode, which might improve results.

The 2600X operates at 3.9GHz across all cores unless overheating occurs. That’s typical, what are your temperatures?
