I attempted to push the Ryzen 1700 overclocking and reached 3.7 at standard voltages. Recently, I tested higher settings and achieved 4.1 at 1.35 volts without any system issues. What is the highest reported maximum, with some reaching up to 4.5?

4.1 and 4.2 are actually the highest speeds for any Ryzen CPU. It seems you've managed to get a solid chip; most people struggle to exceed 3.8 GHz with standard cooling. Stick with this setting—it seems like a solid overclock for you.

That's accurate, it's a solid OC for that chip. I'm worried about temperatures. At 3.9 with 1600x, it reaches 72°C on Prime at 1.35. What are your temperatures? What are you testing under stress? If it hasn't crashed and you haven't pushed Prime/Aida or similar features, then you should. But if it's still running smoothly, maybe reconsider those settings.
