Well, yes. I'm not very familiar with Mate, but it seems to use GTK, which means the GUI framework being employed is GTK (3 or 4). QT is another widely used option, so adapting all the interface elements and backend components would require mapping them to their QT equivalents. Personally, I think starting with LXQT and then adding Mate-specific features would be simpler.

It would essentially start as an entirely different initiative, which is why LXDE transitioned into LXQT.

Rewriting Mate in Qt would be completely impractical. At least, it would be not that much less work than just creating a new DE. More importantly, why would you want to?

Perhaps you're seeking the MATE look with improved compatibility for Qt applications? Or maybe you're concerned about MATE's performance in many graphical programs and games? I opt for LXQt since it's a lightweight KDE solution, and I believe it's often overlooked. I don't rely heavily on desktop environments, but whenever I need a DE, LXQt is my go-to choice.
