I'm going to speak generically and my info might be a bit dated. Apologies in advance for anything that's off. The 7945HX is more or less a 7950x with different voltage/frequency settings. If the option is available in the BIOS you can probably improve idle power draw without too many draw backs by cutting memory/bus speeds and their associated voltages. The IOD is a relatively large chunk of idle power draw on AMD chips (at least in Zen 2 and Zen 3, I'm assuming Zen 4 is similar) and cuts to its performance don't hurt overall performance THAT much. The 7945HX is basically a rebranded desktop MCM model. Comparing specs shows it matches the 7950X in core components like IOD and CCDs, though there could be variations in binning and VF curves. Overall it should perform similarly. I might consider purchasing a 7945X3D from minisforum myself because my 3900X is becoming outdated, but doing so could mean spending a lot of time gaming.
I just upgraded from a 5800x to a 9800x3d using an aliexpress Maxsun b650itx. All the AM5 boards I tried were really disappointing, even used ones. The 7945hx replaced my n100 setup which I run without a GUI for torrents, media, or Windows on my MacBook. I couldn’t afford more expensive options like 4K rendering, and things felt restricted compared to the same apps on Raspberry Pi 400.
the bios covers everything you require. i kept the cpu at 80w and it stays below 70. the ddr is 96gb with stability at 6000hz, though performance may vary based on your needs—if gaming, you can enable 8 cores and expect strong results.
