I first experienced this problem at school when my Wi-Fi failed, so I switched to Bluetooth tethering. I also tried using a hotspot, but it didn’t provide internet either. After installing kernel 5.0.9 and the LTS 4.19 updates, the issue persisted.

I recall in KDE I had to turn off the Wi-Fi password encryption before it connected correctly. Perhaps that's the issue.

It could be a DNS issue. Consider manually changing your DNS provider to 8.8.8.8 on those connections.
