You're currently at university with a server at your parents' place. You manage it via SSH remotely, which works well. The main issue is the unstable router IP—whenever it resets, so does the IP address. You're unsure how to secure a static IP without spending around £30. You've heard about Free DNS and duck DNS but aren't sure where to begin. Consider exploring network management tools or contacting your parents' IT support for a more reliable solution.

As Grand mentioned, visit https://www.noip.com for a complimentary dynamic DNS service that might suit your needs. Dyndns is excellent but doesn’t come free.
